Requirement to report stolen guns

This scheme is to make the legal owner of a firearm guilty of a crime if he fails to report a gun stolen or missing within a certain period of time. This is supposed to reduce straw purchases.
Problems with this scheme:
1. Being a crime victim now makes you a criminal.
2. This does not prevent straw purchases, it assumes that the straw purchaser is aware of the law.
