The idea of mandatory training requirements for either the ownership or carry firearms is that people would be safer or otherwise more knowledgeable.

This is ripe for administrative abuse:
#. Setting unattainable proficiency standards.
#. Limiting the number of certifying instructors or classes.
#. Charging exorbitant fees.

Criminals will simply ignore such restrictions and the law abiding citizens will be forced to jump through the hoops.
