The idea is that if enacted it would prevent someone from walking and buying multiple firearms it would stop black market firearms dealers.

1. Black market dealers get their guns from illegal sources, not from bulk buys at licensed dealers.
2. Criminals that straw purchase firearms don't do so in bulk.
3. Private sales and transfers would be unaffected.
4. There are legitimate and sensible reasons to purchase multiple firearms at once. Collectors, Security firms, Training Businesses, Families of recreational shooters.
5. The implementation of One-Gun-A-Month requires tracking the purchases of individuals.
