Gun Control Incrementalism

You have to look no farther than the Brady center's Report Card to see incrementalism at work. First they frame the argument in terms of "reasonableness" and then measure every state against their arbitrary standard. The states with the strictest gun control laws in the US only score 79% - meaning that they need further regulation in order to achieve reasonable gun control.

There will never be an "Outlaw All Guns Law" because it isn't politically viable, and it isn't necessary to achieve their aims of disarmament. In order to ban guns they need are laws that create regulation.

If you can pass a "Mandatory Safety Training" law then you simply let some administrator control the training: Training can only be conducted by the state, there is one training class a year, it costs $2000 per student, the class size is limited to 4 people, and your safety certificate is only good for 1 year.

If you increase the regulations for dealers you can create enough paperwork that many will simply leave the business, those that remain will have to raise prices to offset the costs increased record keeping. If the regulations are complicated enough you put dealers out of business for not having the proper cover sheets on their TPS reports similar clerical errors.

If you can require manufacturers to provide locking mechanisms, fired casings, serial numbered ammunition, and limited capacity magazines you can increase the cost of production. If they have to comply with different sets of regulations in each state it quickly becomes unprofitable to manufacture and sell their products.

By simply granting broader discretionary powers to government agencies they can refuse to allow the importation, manufacture, or permitting of anything they don't feel like approving.
