I think if you increase the number of crimes you will generally increase the number of arrests. This is basically non-news. The typical "don't take action" line would make more sense if the police were arresting purportionally more criminals. Is the reason they aren't getting even more arrests because of a lack of citizens calling the police when they see a crime?
