I fail to see how a police officer is more responsible while drunk (and presumabily off duty) than a private citizen.
"the policy would let criminals know that deputies who had put them away would at times be unarmed." Kind of like all concealed carry restrictions for private citizens. There are lot more criminals that want to victimize private citizens than there are those that want to attack the police.
